New tax regulation with a flat-rate operating costs allowance of \u20ac600 per property<\/h2><\/h2><\/div>

The Greek government has taken a significant step to regulate the booming short-term rental market \u2013 especially platforms such as Airbnb, Booking.com or Vrbo. With a new bill, it is now clarified that each individual property used for short-term rental is taxed as a “business establishment”<\/strong> \u2013 with corresponding financial consequences. <\/p>\n<\/div><\/div><\/div>

From the tax year 2024<\/strong>, this regulation will come into force as soon as it is passed by parliament. For landlords and companies working with holiday apartments in Greece, this means: an annual flat-rate operating costs allowance (Greek: “\u03a4\u03ad\u03bb\u03bf\u03c2 \u0395\u03c0\u03b9\u03c4\u03b7\u03b4\u03b5\u03cd\u03bc\u03b1\u03c4\u03bf\u03c2”) of \u20ac600 per property<\/strong> \u2013 regardless of whether they are natural or legal persons.<\/p>\n<\/div><\/div><\/div>

What exactly does the law say?<\/h2><\/div>

According to Article 248<\/strong> of the new draft law on the National Customs Code, which is currently in public consultation, any property used or sublet for short-term rentals will be considered a separate business establishment.<\/p>\n

\ud83d\udc49 As a result, each individual property is subject to the annual operating cost levy of \u20ac600<\/strong>. A reduced rate of \u20ac300 applies to non-profit organizations or social enterprises. <\/p>\n

This measure is part of a broader fiscal approach to control the rapidly growing Airbnb market and aims to create tax transparency, fair competition with traditional hoteliers and urban balance in the rental housing market.<\/p>\n<\/div><\/div><\/div>

Why was this introduced?<\/h2><\/div>

In recent years, Greece has experienced a real boom in the area of short-term rentals. Especially in cities like Athens, Thessaloniki and on popular islands like Santorini, Crete or Mykonos, many owners have listed their properties on platforms like Airbnb. <\/p>\n

This had the following consequences:<\/p>\n

    A drastic decline in available long-term rental apartments for locals<\/p>\n<\/li>\n

  • \n

    Price increases on the rental market<\/p>\n<\/li>\n

  • \n

    Tax intransparency among private landlords<\/p>\n<\/li>\n

    Complaints from traditional hotel businesses about distortion of competition<\/p>\n<\/li>\n<\/ul>\n

    The new regulation is therefore an attempt to create a balance between tourist demand and housing for locals<\/strong>, as well as to restore tax justice.<\/p>\n<\/div>

    Who is affected?<\/h3><\/h2><\/div>

    This new flat rate affects all owners or operators<\/strong> who rent out properties for short-term stays<\/strong> \u2013 typically less than 30 days, as is common with holiday apartments.<\/p>\n

    Among those affected are:<\/strong><\/p>\n

      Private individuals who rent out apartments or houses via Airbnb<\/p>\n<\/li>\n

    • \n

      Companies or agencies with multiple properties<\/p>\n<\/li>\n

    • \n

      Communities of heirs or investment companies with real estate holdings<\/p>\n<\/li>\n

      Owners on islands, tourist centers and cities alike<\/p>\n<\/li>\n<\/ul>\n<\/div>

      What are the tax implications?<\/h2><\/div>

      The flat rate of \u20ac600 per year per property<\/strong> is due in addition to other tax obligations, e.g.:<\/p>\n

        Income tax on rental income<\/p>\n<\/li>\n

      • \n

        Solidarity surcharge (if applicable)<\/p>\n<\/li>\n

      • \n

        Value added tax (for certain thresholds)<\/p>\n<\/li>\n

        Criticism & Discussion<\/h2><\/div>

        The measure is meeting with mixed reactions<\/strong> from the public.<\/p>\n

        \ud83d\udd39 Supporters<\/strong> (especially from the hotel industry and urban planning) see it as a necessary corrective to market regulation.<\/p>\n

        \ud83d\udd39 Critics<\/strong> \u2013 especially smaller owners \u2013 fear, however, that the new tax burden is an additional pressure<\/strong> that particularly affects families or people with only one second home.<\/p>\n

        The new regulation on the flat-rate operating costs allowance for short-term rentals in Greece is a turning point for all Airbnb landlords and investors. Anyone who uses real estate in Greece for tourist rentals must prepare for higher fixed costs from 2024. <\/p>\n
